Romania: New Import Fee

Effective January 1, 2026, Romania has introduced a logistics fee of 25 RON (approx. 5 EUR) for each shipment that: meets both of the folowing conditions:

• it originates from a country outside the EU (e.g., China) and was imported into the EU under the IOSS (International One Stop Shop)

• has a value of up to 150 EUR, i.e., goods exempt from CLA.

Senders’ Obligations

According to Romanian legislation (Art. XXII, para. 4), the following parties are responsible for the accuracy of shipment data:

• the sender,

• the supplier of the goods,

• or the sales platform.

Senders must:

1. in cases where such goods are not being shipped, confirm once that the fee does not apply to these goods, or

2. if such goods are being further distributed to Romania, at least in part, then:

• Confirm that the package contains such goods (import from a third country under the IOSS scheme)

• Provide the mandatory data required by the government in the RO

• Ensure the completeness and accuracy of all information

GLS is legally obligated to collect, declare, and remit the fee, relying exclusively on data provided by customers. Incorrect or incomplete information may result in penalties or additional costs, which will be billed to the responsible sender.

Which procedure applies to you?

If you are shipping only goods manufactured and stored in the EU, or if the goods were imported under the standard procedure (i.e., they were properly cleared through customs in the EU and both customs duties and VAT were paid), you can submit a one-time declaration stating that the fee does not apply to your shipments via Logistics Fee General Customer Declaration .

Send the declaration to: tax@gls-romania.ro For occasional IOSS shipments, the declaration at the shipment level remains in effect.

Irregular shippers / mixed goods

If you ship irregularly or combine goods from both the EU and outside the EU, you must submit a declaration for each individual shipment via If multiple packages are sent to the same address, all tracking numbers for the packages can be included in the declaration.
